This paper identifies and analyzes a range of external stress factors, such as illicit financial flows, illicit trade in conflict resources, illicit drugs trade and international arms flows, that can contribute to violent conflict in a country. It looks at at the relative impact of these stress factors on conflict, their measurability and the feasibility of including them in the post-2015 development agenda.
