This report describes the links between transnational organized crime (TOC), development and conflict. It then analyzes six 'theories of change' that underpin recent attempts to minimize the corrosive impacts of TOC. The theories center on cultural transformation, economic development; crime management; global regulation; deterrence; and severing the links between politics, the state and crime.
