This paper discusses the concerns and hopes of Afghan civilians for their country following the withdrawal of ISAF troops in 2014 as well as the opportunities this transition process could provide. The authors also offer policy recommendations for the Afghan government and the international community to help the country realize the potential of these opportunities.
