This commentary considers ASEAN as a template for a possible regional Central Asian organization, which would include Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan. The author argues that despite tensions concerning water sharing and border disputes between these countries, regionalism could be promoted by focusing on informal arrangements in areas where consensus is most likely.
