This commentary looks at the dispute between Vietnam and China over the Paracel Islands, which was recently aggravated by Beijing’s decision to set up an oil rig in Vietnam's Exclusive Economic Zone (EEZ). After describing the historical background to the quarrel, the text goes on to argue that China cannot exercise exclusive rights over an area that, according to the Convention on the Law of the Sea, is still under dispute.
