This issue of the CAD measures how well Armenia, Georgia and Azerbaijan have performed in recent politically-centered country rankings reports. Although the metrics used in these indices are laudable – i.e., they primarily measure how the three countries have measured up to the ideals of democracy, human rights and the rule of law – we must also remember that the explanatory power of these rankings is ultimately limited.
