This brief discusses the implications to China of an unofficial referendum on voting reform in Hong Kong, which saw almost 800’000 ballots cast. The author argues that this referendum shows that there is a powerful but outwardly benign ideological movement taking place in Hong Kong and that how China manages to deal with this will have important implications for the Kingdom’s domestic governance.
