This brief explores the roles of national points of contact (NPC) designated to help signatory states of the Regional Centre on Small Arms in the Great Lakes Region, the Horn of Africa and Bordering States (RECSA) to achieve objectives set by international and regional instruments to control the illicit trade of small arms. It also examines the challenges facing these NPCs as well as other initiatives of states and national coordination agencies which address commitments of regional organizations dealing with illicit small arms trade.
