This paper assesses whether India's first budget under Prime Minister Nerendra Modi, elected in 2014, lives up to the promises his party gave during the electoral campaign. The author argues that to a substantial extent, it does live up to the promises. He then highlights areas in which it departs from the philosophy of previous Indian government budgets.
