This issue of JEMIE addresses the question of post-Soviet citizenship policies in Estonia and Latvia and how they have shaped the political participation of minorities in these two countries. More specifically, the articles included examine 1) the changes in the accessibility of citizenship status for minorities, and its effect on the participation of minorities in institutional politics; 2) the effects of Estonia’s citizenship policies on the participation of second generation Russian youths; 3) the influence of political party competition structures on inter-ethnic political relations in Latvia and Estonia; and 4) the reasons between the laws governing the political rights of non-citizens in these countries.
