This memorandum includes a number of articles on the relationship between international and domestic law and national security. Among other issues, the articles address 1) the legality of the use of force between states; 2) the rules of warfare; 3) the application of the law of armed conflict to cyber warfare and 4) the challenge of dealing with evidence in legal cases that have been classified by a state for reasons of national security.
