This paper discusses the negotiation strategy adopted by Indian Prime Minister Narendra Modi's government at the WTO as demonstrated by its blocking of the passage of the Trade Facilitation Agreement (TFA) in mid-2014. The author argues that while India recognizes the benefits of the TFA, it also wanted simultaneous action to remove the cap on agricultural subsidy the organization imposes. The author suggests that this move demonstrates that the negotiation strategy of Modi's government could be an uncompromising one.
