This commentary examines the implications of the anti-corruption investigation launched against Zhou Youkang, the former Chinese Minister of Public Security. The author argues that Chinese President Xi Jingping’s move to implicate a senior Politburo official and political rival indicates not only an intensification of the country's anti-corruption campaign, but is also the clearest sign so far of the consolidation of his own authority within the Chinese Communist Party leadership.
