This paper discusses the importance of the naval capacity building efforts of some of the smaller naval powers in Southeast Asia, such as Brunei, Myanmar and the Philippines. The author suggests that there are a number of reasons why these are significant, including that 1) they allow these smaller naval powers to participate in major multinational operational and training initiatives; 2) they improve regional resilience to disasters and emergencies; and 3) they enable ASEAN member states to further share their regional security responsibilities, a main objective of the proposed ASEAN Political-Security Community (APSC).
