This paper discusses the effectiveness of NATO's requirement that its member states spend 2 percent of their Gross Domestic Product (GDP) on defense. The author argues that the target does not solve the underlying problem of increasing NATO’s defense capability. He then examines other methods by which Germany, and other countries which are unwilling or unable to match the 2 percent requirement, could contribute to NATO's defense outcomes in a more efficient manner.
