This paper provides an overview of the discussions and key recommendations presented at a June 2014 conference on how the Syrian refugee crisis is affecting Jordan. During the conference, the participants examined the strains and tensions created by the refugee crisis, including those connected to the presence and practices of international NGOs in areas with high numbers of refugees. They also examined the existing governance challenges that face Jordan and outlined how Jordan’s municipalities, its government, international donors and international NGOs could respond to the situation.
