This paper examines how European states should address the question of how to deal with their citizens who have gone to fight for the jihadist group the Islamic State in Iraq and Syria. The author draws on how Malaysia and Saudi Arabia have attempted to rehabilitate jihadists and suggests that such approaches may well be more effective for European counterterrorist approaches than seeking retribution against those who have gone to fight.
