This paper examines the state of the ratification process for the Arms Trade Treaty (ATT) as well as the options available for the implementation of the treaty. The authors suggest that the ATT, which will establish standards for the regulation of trade in conventional arms and the prevention of the illicit trade in weapons, only provides a loose framework for the implementation mechanisms of the treaty. Consequently, they examine what form some of these mechanisms could take and review existing arm control instruments to draw lessons for the ATT implementation process.
