This paper examines Russia’s strategy toward the Arctic region and how it has been affected by changes in the global order. In particular, the author 1) examines Russia’s progress in the development of its Arctic energy resources as well as infrastructure in the region; 2) analyzes how Russia’s cooperation with other states has been affected by its intervention in the crisis in Ukraine; and 3) reviews the potential for Chinese–Russian collaboration in the Arctic in light of increasing oil and gas cooperation between the two countries.
