This paper examines the post-2011 justice system in Yemen, primarily by analyzing the law-related institutions in ten of the country's governorates. It concludes that half of the governorates have not had a functioning judiciary over the last three years and the other half have suffered serious disruptions, largely due to security problems, political disturbances or other factors. Given these troubles, the paper concludes that Yemen's judicial system will not return to pre-2011 levels of functionality until the country resolves its broader political and security problems.
