This report traces the evolution of Libyan security and justice from the Qaddafi era up to 2014. It reminds us that 1) the country's security and justice systems were indeed deliberately weakened during Qaddafi's rule; 2) the Libyan people turned to local community institutions to provide post-2011 justice and security; 3) recent government reform efforts have failed to reassert the legitimacy of state security providers; and 4) ongoing efforts to integrate armed militias into the country's security sector have actually worsened the security situation rather than improved it.
