This commentary examines who is responsible for the unanticipated rise of the jihadist group, the Islamic State (IS). The author argues that while the US and its Gulf allies blame each other for the rise of IS, he thinks that Russia and Iran were possibly more responsible due to their support for the Syrian President Bashar Al-Assad.
