This paper provides an overview of Indian Prime Minister Narendra Modi’s foreign policy agenda and the priority of advancing India's friendship and cooperation with its neighbors. The authors argue that Modi has engaged profoundly with India's neighboring countries in the political and diplomatic spheres and that one of the biggest challenges to this policy will lie in continuing to convince these countries that India is an economic opportunity for them and not a threat to their security.
