This commentary examines the effort by the United Arab Emirates, backed by Saudi Arabia and Egypt, to reshape the Middle East and North Africa so as to preserve the status quo against expressions of political Islam, as manifested by the Muslim Brotherhood and the terrorist organization Islamic State (IS).
