This commentary examines the legal issues, particularly with regard to sovereignty, created by China's move to reclaim from the sea several of the reefs it occupies in the Spratly Islands. The author argues that China’s reclamation activities cannot enhance its claim to sovereignty over the reefs or change the legal status of the reefs under international law.
