This article examines the factors that facilitated the rise of the Islamic State (IS) as well as the impact of the expansion of US-led airstrikes against the group in Syria in September 2014. In general, the author suggests the expansion of the campaign increased the need for an international solution to the war, one that addresses both the jihadist dimension of the conflict and provides an alternative to the Assad regime.
