One year on since the endorsement of the Somali New Deal Compact in September 2013, this report discusses civil society and community perspectives on the Compact and the Somaliland Special Arrangement (SSA). The authors examine how these will be implemented and argue for 1) a greater focus on conflict sensitivity; 2) balancing statebuilding approaches with peacebuilding ones; 3) a greater inclusion of community based approaches; 4) participation of district administrations, civil society and the public; and 5) a stronger monitoring and evaluation framework and improved coordination with ongoing humanitarian and resilience efforts, in order to maximize the Compact and SSA’s impact.
