This paper examines what the 2014 sanctions against Russia reveal about the EU’s foreign policy. The authors introduce key steps in the evolution of the sanctions against Russia and analyze the political goals that the sanctions are designed to achieve. They also discuss the institutional mechanisms for adopting and implementing the sanctions.
