This paper examines the Arms Trade Treaty (ATT), a multilateral, legally-binding agreement that establishes common standards for the international trade of conventional weapons and seeks to reduce the illicit arms trade, which will enter into effect in December 2014. The author provides an overview of the ATT Baseline Assessment Project, created to address missing parts of the ATT, such as clear guidance on the obligations contained within the ATT and measures that can be taken to ensure that states are in a position to ratify the ATT.
