This monograph examines whether it is possible to formulate a doctrinal definition of victory in counterinsurgency operations. To answer this question, the author first examines different classical and contemporary definitions of victory and failure in counterinsurgencies, and then compares these perceptions with the British counterinsurgency experience in Northern Ireland and the US experience in Iraq.
