This paper discusses how the disagreement over Iran's nuclear program between the Islamic Republic and the E3+3 countries (Germany, France, United Kingdom + China, Russia, United States) is likely to have an effect on the concept of nuclear non-proliferation. In particular, the author examines three areas of overlap between the efforts to reach a settlement with Iran and general discussions about strengthening non-proliferation norms, rules and procedures. These are 1) reforming and strengthening verification of the obligations of non-nuclear-weapon states under the Non Proliferation Treaty; 2) limiting capacities for the production of weapons-grade fissile materials; and 3) the question of nuclear fuel supply guarantees.
