This paper examines the various ways in which a society can build up its resilience to counter terrorism and prevent political violence. More specifically, the author first looks at different terrorist actors before examining what factors can lead individuals to participate in terrorism. He then outlines a range of different ways in which a society can counter terrorism and prevent people from becoming terrorists.
