This paper argues that the root causes of the 2008 financial crisis have not been addressed. The author suggests that, in order to help prevent a similar crisis from occurring again, the government-guaranteed banking sector should be separated much more clearly from the rest of the financial sector, which should be more explicitly identified as risky. He contends that this separation would lead to more conservative management returning to the banking sector.
