This paper examines the relationship between disaster risk reduction (DRR) and emerging climate change adaptation (CCA) and how these two agendas are influenced by different governance systems, accountabilities and social contracts in Zambia, Uganda, Vietnam and Nepal. The authors find that CCA and DRR governance agendas have very different characteristics, dynamics, and implicit accountabilities at national, meso (province, district, municipality) and community/village levels in the countries studied.
