This paper discusses the role that civil society plays in the development of confidence building measures (CBM) between states on how to deal with information and communications technology (ICT)-driven international and regional security concerns. The author argues that although civil society organizations, as well as business and academia, are fundamental to resolving many of the core technical problems inherent in ICT and many of the insecurities inherent in inter and intra-state relations, their engagement in CBM processes has been minimal.
