This paper discusses the EU’s civilian crisis management missions in the Palestinian territories as part of its Common Security and Defence Policy (CSDP) to promote the Middle East Peace Process (MEPP) and its main goal of a two-state solution. In general, the author contends that the missions have not been used to their full potential as they have focused on reforming the Palestinian security sector by combating and preventing terrorism, cooperating with the Israeli security forces and maintaining order. She suggests that this focus ignored the democratic elements of state-building, with the consequence that the missions have not promoted the MEPP as effectively as they could have done otherwise.
