This paper discusses the challenges facing the EU in its role as a security provider as well as the problems created by the financial crisis for Europe's civilian and military capabilities and the European defense industry. The author also outlines how the European Council in December 2013 has attempted to address these challenges and looks at how the crisis in Ukraine during 2014 has created further security challenges for the EU.
