This paper provides an overview of an FPRI conference held on October 20th 2014, entitled "Does Democracy Matter?" The conference examined three questions: 1) Should support for democratic transitions continue to be a major goal of US foreign policy? 2) If the US continues active democracy support abroad, what does it need to do differently to ensure that its assistance is more effective? And 3) If the US does not continue providing active encouragement and support to democratization abroad, what alternative policy should it adopt?
