This paper draws on historical examples of economic sanctions used by the US against Cuba and other countries in order to asses whether such sanctions are effective as a foreign policy tool. The author then outlines three factors around which which he contends the effectiveness of sanctions revolve and considers whether the sanctions imposed by the West on Russia in 2014 will prove to be effective.
