This commentary examines why the Philippines’ conviction of nine Chinese fishermen for poaching near Half-Moon Shoal, which is claimed by both Manila and Beijing, did not induce a stronger reaction from China. The authors also examine the implications of China’s response to the convictions and suggest that it undermines Beijing’s territorial claims in the South China Sea.
