This paper examines what it would take for China to be perceived as a risen as opposed to a rising power. The author contends that in terms of its economy and military, China is already a world power and that the perception that it is a rising power has more to do the willingness of people to accept China’s position in the world. She then outlines other reasons why China might still be seen as a rising power, including the way its position in the world is compared to that of the US, and ends by suggesting that perhaps the time has come to recognize that China is a true global power.
