This brief discusses the February 2013 Peace, Security and Cooperation Framework (PSCF) - the aim of which is to bring about peace and stability in the Democratic Republic of Congo (DRC) - and how it is under threat from the numerous armed groups in the country. The authors also provide recommendations for the UN, the Southern African Development Community (SADC), the DRC and other actors on how to resolve the situation.
