This paper contends that India's commitment to a Indo-US nuclear agreement which maintains a moratorium on nuclear testing means that the country is observing the spirit of the Comprehensive Nuclear Test Ban Treaty (CTBT) without being a signatory. The author then highlights the advantages to India of maintaining this position.
