This report examines the different ways that NGOs address and implement human rights-based approaches to climate change adaptation and mitigation in Cambodia and Kenya. In general, the authors find that while some NGOs address the role of human rights issues in climate change directly and openly, most choose a different strategy. Indeed, they suggest that some NGOs even avoid the issue of human rights altogether when dealing with government institutions and other actors, and focus instead on the the technical aspects of climate change adaptation.
