This commentary discusses the implications of the terrorist attack in January 2015 on the satirical magazine Charlie Hebdo in France for relations between indigenous majorities and minorities both within France and in other Western countries. The author also criticizes previous Western responses to such attacks, including the response to the 9/11 attacks in US, suggesting that they have led to greater intolerance in Western societies. Finally, he contends that Norway’s response to the attacks by Anders Breivik in 2011 could demonstrate a way to respond to terrorist activities without stigmatizing groups within society.
