This commentary addresses disputes between China and India over transboundary river management, with a focus on how Beijing's position in the dispute has been misunderstood. In particular, the author examines 1) a proposed water diversion project for southwestern China that could lead to reduced water levels in northeastern India and why it is unlikely that Beijing will implement the plan; and 2) the extent to which China is uncooperative with its neighbors over water management.
