This paper discusses how targeted sanctions as a foreign policy tool are increasingly encroaching upon the legal sphere by infringing upon the rights of the individuals and entities. In particular, the author 1) provides an overview of the effect of targeted sanctions upon individuals and entities 2) looks at how the UN and EU have attempted to balance security concerns with the protection of rights; and 3) provides recommendations to improve the review of sanction regimes.
