This paper outlines the policies of four countries – France, Germany, the United Kingdom and the United States – on transferring military-related technologies to China. While doing so, the paper also documents the nature and extent of these transfers, their impact on China’s defense modernization programs, and the need for greater coordination and transparency between the four exporters.
