This publication features an overview of a conference on the future of Civil Affairs (CA) forces in the US military, which deal with the management of civil-military relations in operations. It also includes some of the papers presented at the conference, which focus on a number of issues including 1) how to improve the CA forces in a time of declining military budgets; 2) the problems of the existing definition of Civil Affairs and what definition the US military should adopt in the future; and 3) what support US Army Reserve Civil Affairs experts can give combatant commanders.
