This analysis advocates a UN-led political approach to blunting the activities of the so-called Islamic State (IS) in Libya. Taking this mediation-centered tack would rob IS of an effective recruiting tool (violent interference by others) and facilitate consensus-building in a fractured society, or so the argument goes.
